He was born May 23, 1961, in Normal, son of Wayne I. and Elma Jean Conder Niepagen. He married Brenda D. Johnson on May 31, 2008, in Bloomington.

Surviving are his wife, Brenda, Bloomington; his father, Wayne, Bloomington; one sister, Beverly Mulvaney, Bloomington; and one brother, Richard Damon, Bloomington. Also surviving are his step-son, James (Brittany Carroll) Bous, Bloomington; and several nieces, nephews, aunts, uncles and cousins.

His interests include spending time with his family, being at the beach, playing games and being around his many friends. His family and friends can vouch that Jeffro "never knew a stranger." He was also a diehard Cubs, Cowboys and Bulls fan.

Jeff was the former owner of Jeffro's Good People in Bloomington and he helped deliver flowers for the family business, Wayne & Jean Niepagen's Family Florist & Greenhouse. He also was a bartender for several places in the Bloomington-Normal area, most recently the Windjammer Lounge in Bloomington.

"Thanks a lot. Jeffro's good people."
